At the end of the day this daily death toll has got reduced to merely being another number. The rising casualty numbers fail to tell the complete story. There is panic and mounting fear among residents living in areas bordering Pakistan in Jammu province. Stalemate over Indo-Pak talks has heightened uncertainty forcing villagers to seek migration even at the cost of serious dislocation and economic hardship. The border killings are a reminder that there is serious work to be done at all levels to ensure civilian safety. There was hope among civilians of enduring peace with the advent of new government in New Delhi. The bitter truth is that their hopes have somewhat been belied. Pakistan is the obvious villain. But the state and the central government cannot abdicate their responsibility. Political photo-ops too are no solution.
