Labour reform is a political landmine. Successive governments have stayed away from putting it on their top agenda. One year into the chair, Prime Minister has taken the issue upfront. Labour is as sensitive an issue as it is complex given competing aspirations of various stakeholders. Modi has used the issue to articulate his weight behind the labourer. In doing so he has sent out a strong message to India Inc and the opposition that his government would draw the distinction between promoting the interest of the industry as against industrialists. Not to be seen to be cowed down by dictates of labour unions, he wants everyone to remember that interests of labourers and labour unions did not always mean the same thing. Modi is known for his ability to speak his mind. Time has come to walk the talk.
